THE UNIT
35.28 sqm as registered on the title deed: 33.39 sqm of interior plus a 1.89 sqm balcony, ceiling height 2.85 m. One bedroom with a door, one bathroom, and a living room with an open kitchen — a real one-bedroom layout rather than a studio.
This is an end unit. The corner apartments in this building step forward from the line of the facade, so there is no neighbour on the other side of either side wall. In a building of 608 apartments that is not a small thing: no noise through the bedroom wall, and windows on more than one aspect.
The balcony and the living room look down over the lagoon pool that runs between the buildings.
Sold fully furnished. Everything in the photographs stays: beds, wardrobes, sofa, dining table, two televisions, fridge, microwave, hob and extractor, air conditioning in both rooms, curtains and mirrors. A buyer can move in or put it straight on the rental market.
FOREIGN QUOTA — THIS IS THE POINT
Of every other apartment currently for sale in Park Lane Jomtien, not one is in the foreign quota. All of them are Thai quota, and one is held through a company.
This apartment is in the foreign quota: the title deed is registered to a foreigner personally. No Thai company to set up and file accounts for every year, no 30-year leasehold that runs down. It is stated on the title deed itself, which you read before anything is signed.
THE BUILDING
Park Lane Jomtien Resort, built by Matrix and completed in May 2010. Eight floors, 608 apartments, 11,200 sqm of grounds. The centrepiece is a lagoon pool of more than 1,600 sqm that winds between the buildings, with a restaurant in the middle of the project. Gym with floor-to-ceiling glass onto the water, garden, lifts, parking, 24-hour security and CCTV.
LOCATION
Soi Bun Kanjana, Moo 12, Jomtien. Jomtien Beach is 600 m away and central Pattaya about 5 km.
COSTS
Electricity and water are charged at government rates, not at a building markup — worth checking against other condos in the area, where the difference over a year is real money.
Transfer fees and taxes at the land office are split 50/50 between buyer and seller.
The apartment has been owned for more than five years, which matters at the land office: Specific Business Tax of 3.3% does not apply to a sale after five years of ownership, and stamp duty of 0.5% is charged instead. On a price of 1,750,000 THB that is the difference between roughly 57,750 and 8,750 THB — and since the costs are split in half here, the buyer keeps half of that saving.
STRAIGHT TALK
At 1,750,000 THB this works out at 49,600 THB per sqm. Other apartments in this building ask between 41,700 and 51,600 per sqm — so this one sits in the upper half. Two reasons: it is the smallest of them, which pushes the per-metre figure up, and it is the only one in the foreign quota. Compare the total price instead and it is fourth of seven on the market here.
The building was completed in 2010. The apartment has been kept up and is clean, but the finishes are practical rather than luxurious. The photographs are recent and unedited — judge it from those.
ABOUT THE PHOTOS

Foreign nationals can own condominium units as freehold owners in buildings where no more than 49% of the unit floor space is owned by foreigners. Units that are part of the Thai quota or are being leased for 30 years can be converted to the foreign freehold quota if it is currently below 49%.

Foreigners can own a condominium Freehold in their own name. Condominium ownership is best explained by looking at an example of a project that has 100 units for sale.
In this example, 49 of the total units in this building (or 49% of the total salable area) can be owned outright by non-thai nationals in their name. The ownership titles of these 49 units is referred to as Freehold or Foreign Quota.
This leaves 51 units remaining in the building (or 51% of the total salable). The freehold rights to these units are reserved for Thai nationals in what is commonly referred to as the Thai quota.
